It depends on what kindof fish your fishing for. A lot of places use jigs. Those you can use for both kinds of fishing. Go to your local tackle store they will rtell you better than peoplpe from far away, cause we have no idea what your fishing for a how deep of water etc. A gal that cares about fishing , hes a lucky guy. You probably will want to go along to learn to clean them for supper right. Just teasing of course
References :
SShorekennels covered the answer well.

However, I must admit, I think a good idea would be to get him a small tackle box with a gift certificate inside. Unless you know exactly what he likes, it's gonna be tough getting him lures he will use. A gift certificate to Bass Pro or Cabelas is an awesome gift for a man.

And it's even BETTER if you have to travel TO the Basspro/Cabelas shop! Make a small vaca out of it! Verrrrry cool!
References :
The biggest difference between ice fishing lures and open water fishing lures is that regular lures travel horizontally through the water. You cast the lure out and reel it back in or troll behind a slow moving boat. When ice fishing the lure travels vertically. you can't cast through a small hole in the ice. I have caught many fish with the Rapala ice fishing jigs. They come in a variety of sizes and color patterns. Northland makes similar lures called airplane jigs. Another popular ice lure is the Swedish Pimple. Berkeley make a line of artificial baits called GULP! . They are popular with some ice fishermen. Hooks, sinkers and swivels would be good to have too. I hope this helps. If you can, get out on the ice with him at least once. You might have fun.
